Overview:
The state of Missouri legalized adult-use cannabis in 2022, through a Ballot measure, Amendment 3, which established a lottery selection process that will award Missouri cannabis licenses and certificates to be distributed equally to each congressional district. Access to cannabis will be through state licensed businesses that are allowed to grow, manufacture and sell adult-use cannabis.
The state of Missouri legalized medical cannabis in 2018, through a Ballot measure, Amendment 2, which provided a legal way for qualifying patients in the state to access and utilize medical cannabis as a form of treatment for their ailment. Access to medical cannabis is through state licensed businesses that are allowed to grow, manufacture and sell medical cannabis.

MISSOURI RECREATIONAL MARIJUANA BUSINESS LICENSES
- Comprehensive Marijuana Cultivation Facility means a facility licensed by the department to acquire, cultivate, process, package, store on site or off site, transport to or from, and sell cannabis, cannabis seeds, cannabis vegetative cuttings to a medical facility, comprehensive facility, or cannabis testing facility. A comprehensive cannabis cultivation facility’s authority to process cannabis shall include the creation of prerolls but shall not include the manufacture of cannabis-infused products. The department shall issue at a minimum, the same number of comprehensive cannabis cultivation facility licenses as were authorized or issued for medical cannabis cultivation facilities as of December 7, 2022. At least 64 licenses will be available.
- Licensing Application Fees: $12,000 per license application (nonrefundable); $25,000 annual fee
- Comprehensive Marijuana Dispensary Facility means a facility licensed by the department to acquire, process, package, store on site or off site, sell, transport to or from, and deliver cannabis, cannabis seeds, cannabis vegetative cuttings, cannabis-infused products, and drug paraphernalia used to administer cannabis to a qualifying patient or primary caregiver, or to a consumer, anywhere on the licensed property or to any address as directed by the patient, primary caregiver, or consumer, to a comprehensive facility, a cannabis testing facility, or a medical facility. Transactions may be received from the consumer in person, by phone, or via the internet, including from a third party. Shall include the authority to create prerolls. The department shall issue at a minimum, the same number of comprehensive cannabis dispensary facility licenses as were authorized or issued for medical cannabis dispensary facilities as of December 7, 2022. At least 207 licenses will be available.
- Licensing Application Fees: $7 ,000 per license application (nonrefundable); $10,000 annual fee
- Comprehensive Marijuana-Infused Products Manufacturing means a facility licensed by the department to acquire, process, package, store, manufacture, transport to or from a medical facility, comprehensive facility, or cannabis testing facility, and sell cannabis-infused products, prerolls, and infused prerolls to a cannabis dispensary facility, a cannabis testing facility, or another cannabis-infused products manufacturing facility. The department shall issue at a minimum, the same number of comprehensive cannabis-infused products manufacturing facility licenses as were authorized or issued for medical cannabis-infused products manufacturing facilities as of December 7, 2022. At least 85 licenses will be available.
- Licensing Application Fees: $7 ,000 per license application (nonrefundable); $10,000 annual fee
- Microbusiness Dispensary Facility means a facility licensed by the department to acquire, process, package, store on site or off site, sell, transport to or from, and deliver cannabis, cannabis seeds, cannabis vegetative cuttings, cannabis-infused products, and drug paraphernalia used to administer cannabis to a qualifying patient or primary caregiver, or to a consumer, anywhere on the licensed property or to any address as directed by the patient, primary caregiver, or consumer, to a comprehensive facility, a cannabis testing facility, or a medical facility. Transactions may be received from the consumer in person, by phone, or via the internet, including from a third party. Shall include the authority to create prerolls. The department can restrict the number of microbusiness licenses issued and will begin issuing the licenses six at a time (2 microbusiness dispensaries and 4 microbusiness wholesale facility).
- Licensing Application Fees: $1,500 per license application (refundable); $1,500 annual fee
- Microbusiness Wholesale Facility means a facility licensed by the department to acquire, cultivate, process, package, store on site or off site, manufacture, transport to or from, deliver, and sell cannabis, cannabis seeds, cannabis vegetative cuttings, and cannabis-infused products to a microbusiness dispensary facility, other microbusiness wholesale facility, or cannabis testing facility. A microbusiness may cultivate up to 250 flowering cannabis plants at any given time. A microbusiness wholesale facility’s authority to process cannabis shall include the creation of prerolls and infused prerolls. The department can restrict the number of microbusiness licenses issued, and will begin issuing the licenses six at a time (2 microbusiness dispensaries and 4 microbusiness wholesale facility).
- Licensing Application Fees: $1,500 per license application (refundable); $1,500 annual fee
Missouri has held two out of three licensing rounds, one in 2023 and one in 2024. A third licensing round is anticipated in 2025, but a date for the application process has not yet been announced. Missouri will award 48 microbusiness licenses in the next lottery, following the application process.
MISSOURI MEDICAL MARIJUANA BUSINESS LICENSES
Missouri Medical Cannabis Cultivators – can grow medical cannabis plants and sell wholesale to other licensed Missouri Medical Cannabis Businesses. There is a limit of sixty (60) business licenses allowed for Medical Cannabis Cultivation facilities within the state.
Missouri Medical Cannabis Processors – can extract, process and produce cannabis products such as topicals, concentrates, tinctures, etc. and sell to licensed dispensaries. There is a limit of eighty-six (86) business licenses allowed for Medical Cannabis Processors within the state.
Missouri Medical Cannabis Dispensaries – can purchase cannabis from licensed cultivation and processing facilities and dispense medical cannabis to registered patients. There is a limit of 192 business licenses allowed for Medical Cannabis Dispensaries within the state.

- 2018 – Missouri legalized medical cannabis
- August 2019 – Missouri application/licensing period for medical cannabis businesses
- Dec 2019 to Jan 2020 – Missouri awarded medical cannabis business licenses
- July 2020 – Medical cannabis businesses opened
- November 2022 – Missouri Amendment 3 passes legalizing adult use cannabis.
- February 2023 – The Issuing department start approving medical business licenses for comprehensive (adult-use & medical) licenses.
- June 6, 2023 – Issuing department to publish microbusiness application materials.
- July 27, 2023 – Application acceptance period for 48 microbusiness licenses begins (Round 1)
- August 10, 2023 – The application acceptance period closes
- October 2023 – Microbusiness licenses to be awarded
- April 15 – April 29, 2024 – 48 microbusiness license applications accepted (Round 2)
- 2025 – Exact Date TBD, 48 microbusiness license applications accepted (Round 3)
