Rhode Island is preparing to expand its adult-use cannabis market by opening up applications for new retail dispensary licenses in 2025. With only nine existing hybrid dispensaries currently serving the state, the release of 24 additional licenses will offer a major opportunity for new entrepreneurs to enter this competitive market. The state’s Cannabis Control Commission (CCC) has finalized its regulatory framework, and the rules go into effect on May 1, 2025. The application window is expected to follow shortly after, likely launching by late spring or early summer.

Applicants should be prepared for a two-part licensing process. First, all submissions will go through a merit-based review to confirm they meet eligibility and regulatory criteria. Then, if there are more qualified applicants than available licenses in a given region, the CCC will use a lottery to determine who receives a license. The state is divided into six geographic zones, and four licenses will be awarded per zone — including one reserved for a social equity applicant and one for a worker-owned cooperative. All applicants will need to submit extensive documentation, including proof of local zoning compliance, security and operations plans, business structure details, and financial readiness. A non-refundable $7,500 application fee is required, with a $30,000 annual fee due upon license award.

Eligibility requirements include being at least 21 years of age, having no disqualifying drug felonies, and maintaining good standing with Rhode Island’s tax obligations. Social equity applicants must also meet specific criteria related to residency, past cannabis-related convictions, or economic hardship. While there is no general residency requirement for standard applicants, social equity licenses are restricted to Rhode Island residents who qualify under the state’s guidelines. For all applicants, securing a compliant property and establishing a strong operational team in advance will be critical to a successful submission.

Given the limited number of available licenses and the competitive nature of the process, prospective applicants should begin preparing immediately. Identifying a location, engaging with local municipalities, and assembling a complete and compliant application package will give you the best chance at success. With proper planning and a strong application, this round of licensing could offer a rare opportunity to establish a foothold in Rhode Island’s growing cannabis market.
