• Headline: Iowa medical cannabis dispensary expansion bill heads to governor
• What changed: Lawmakers passed a bill to expand Iowa’s medical cannabis dispensary cap. The bill would increase dispensaries from 5 to 10 statewide. This creates a potential future licensing opportunity if signed. Operators/applicants should monitor governor action and prepare for possible
application strategy.

SOUTH CAROLINA
• Headline: Medical cannabis opportunity flagged after federal rescheduling
• What changed:  MPP updated its South Carolina page on May 21, 2026, noting possible medical cannabis implications from federal rescheduling. This is tied to an older state therapeutic cannabis law, not a new licensing window. Needs official state confirmation before being treated as a legal program launch.

VIRGINIA
• Headline: Governor vetoes adult-use retail cannabis bill
• What changed: HB 642 was vetoed on May 19, 2026. Retail cannabis sales are delayed again. The future legalization framework is likely to move to 2027.

Although the framework is postponed. The General Assembly may still consider including cannabis retail language in the proposed budget, which is anticipated to be presented to the Governor in June. If we see the correct language on the proposed budget, there is a possibility of a framework in Q4 2026 or early 2027.

• Headline: DHSS launches education push ahead of Round 3 microbusiness licensing
• What changed: DHSS announced outreach/education for upcoming microbusiness license applicants. Round 3 is expected to issue at least 77 licenses. This is a clear applicant-prep signal, even if the application window itself is not open yet.
