Eligibility is the threshold question — whether residency, ownership, criminal history, site control, and similar requirements let you apply at all. Nebraska pushed its manufacturer license deadline from September 14 to December 14 as the state Supreme Court dismissed a preemption challenge. Virginia published its first draft adult-use retail regulations, aimed at a July 1, 2027 launch.
