North Carolina: Two bills filed by Democratic legislators in the North Carolina House and Senate last week are seeking to legalize recreational marijuana for adults aged 21 and older, reinvest funds to underserved communities, and expunge some prior marijuana-related convictions. The House and Senate bills are largely the same, differing mainly on how marijuana purchases would be taxed. Both the House and Senate recreational marijuana bills would require a regulatory agency to approve or deny any THC products. The Senate bill is sponsored by Sen. Graig Meyer (D-Orange), who told a Raleigh media outlet he imagined THC products would be sold in “ABC-like” stores, with cannabis dispensaries requiring state licensing and regulation.

Tennessee: HB0836, a bill that would legalize recreational cannabis, failed in the House today. Another bill, HB0703, “Pot for Potholes,” also failed in committee.

Medical

 

Florida: Florida officials have sent a cease-and-desist letter to the campaign seeking to place a marijuana legalization initiative on the state’s 2026 ballot, alleging that the group has “committed multiple election law violations.”

New Hampshire: Lawmakers in the House approved HB 198, sponsored by Democratic Rep. Jared Sullivan, by a vote of 208-125 on March 26. If passed by the New Hampshire Senate and signed into law, the legislation would allow adults aged 21 and older to possess up to two ounces of cannabis flower. The bill would also legalize possession of up to 10 grams of cannabis concentrates and other marijuana products containing no more than 2,000 milligrams of THC, the primary psychoactive compound found in cannabis. The bill would not legalize commercial cannabis production and sales.

Recreational

 

Delaware: The launch of Delaware’s adult-use marijuana market that was set for this year may be delayed amid a conflict with the FBI over a fingerprint background check application approval hiccup. While state regulators have been planning to license the first recreational cannabis businesses in April—about two years after the legislature approved a pair of legalization bills—there appears to be a hitch in the process.

Virginia: Virginia’s House and Senate have the opportunity to challenge the Governor’s veto of a recent cannabis sales legalization bill. The general assembly’s reconvened session is scheduled for April 2, 2025.
