Arkansas: Arkansas Medical Marijuana Expansion Heading for November Ballot. A ballot initiative to expand access to medical marijuana is poised to garner enough signatures to qualify for the November ballot.
Louisiana: Louisiana’s GOP-led Legislature has sent a bill to the state’s Republican governor that would transfer the state’s two medical cannabis cultivation licenses from public universities to private companies.
Senate Bill 228, sponsored by Sen. Patrick McMath, easily passed through the Legislature and stands to overhaul the state’s limited-license market, the Louisiana Illuminator reported. Under the state’s rare model, the two medical marijuana cultivation licenses allowed by law have been held by Louisiana State University and Southern University since the program debuted in 2015.
If Gov. Jeff Laundry signs the bill, those licenses will be transferred to the universities’ contractors, Good Day Farm and Ilera Holistic Healthcare.
New Hampshire: A New Hampshire House-Senate conference committee on marijuana legalization will meet on Tuesday to negotiate a deal between the chambers’ differing versions of the legislation. Advocates have differing points of view on the likelihood of success.

South Dakota: South Dakota’s secretary of state confirmed that activists collected enough signatures to put a marijuana legalization initiative on the November ballot. Measure backers plan to work with the Legislature to implement business licensing, tax and other regulations, if successful.

Minnesota: Recently enacted changes to Minnesota’s cannabis law will help expedite the launch of Minnesota’s new cannabis industry, with social equity applicants selected via a well-vetted lottery able to start their business operations earlier than had been allowed by the original law. Under the legislation, the Office of Cannabis Management will establish a preapproved licensing process and vetted lottery for social equity applicants. The application period for pre-approval licenses will be open from July 24 to Aug. 12. Applications for general licenses for cannabis businesses will open in 2025.

Nevada: Nevada regulators are seeking applications for marijuana business licenses in White Pine County. Application process opens for 10 days July 15 – July 26. The CCB shall issue cannabis establishment licenses for a cultivation and a production facility.

Washington: Cannabis retail licenses that have been subject to forfeiture, cancellation, revocation or licenses that were not previously issued by the WSLCB will be filled through the Cannabis Social Equity Program. The Social Equity Task Force is working to provide recommendations to the WSLCB to establish the program.
