The past two years have been milestones for cannabis legalization in the U.S., with Arizona, Montana, and New Jersey passing legislation in 2020, and New York, Virginia, New Mexico, and Connecticut following in 2021. This year, Rhode Island joined its neighbors in passing adult-use cannabis, bringing the total number of recreational state programs to 19. With Rhode Island leading, 2022 stands to be another landmark year with six states voting on cannabis legalization ballot measures this November.

Missouri

Expected Sale Start: Undetermined at this time.

Type: Limited license market.

Ballot Predictions: Fail. As of now polls show that more voters oppose legalization, with only 43 percent favoring the specific initiative.

Overview: The Missouri Marijuana Legalization Initiative would include initiatives to support small business owners and disadvantaged populations. It would also expand the state’s existing medical marijuana access program.

Opportunities:

  • Within 300 days of the effective date, a lottery process would determine 16 microbusiness dispensaries and 32 microbusiness wholesale licenses to low-income residents, high-poverty communities, disabled war veterans and those convicted of nonviolent marijuana offenses.
  • An additional 96 microbusiness licenses would be issued over the next 18 months.
  • Medical Marijuana Operators could convert their licenses to be both medical and adult-use 30 days after the election.

“We are now one step away from passing Amendment 3, which will bring millions in new revenue to Missouri, while allowing law enforcement to concentrate on fighting violent and serious crime,” Legal Missouri 2022 Campaign Manager John Payne said in a press release.

“Amendment 3 not only will make Missouri the 20th state to legalize marijuana, it does it in the right way by automatically expunging the nonviolent criminal records of hundreds of thousands of Missourians,” he said.1
