New Mexico is Currently Accepting Applications for Medical Cannabis Manufacturer Licenses
New Mexico is now currently accepting applications for medical cannabis manufacturer licenses!
A manufacturer in New Mexico is defined as a business entity that manufactures cannabis-derived products that has been approved for this purpose by the medical cannabis program.
Interested manufacturer (s) will need to submit an application form + fee of one thousand dollars ($1,000) issued to the Medical Cannabis Program. Applicants will also need to submit information outlined below for the initial approval or for periodic evaluations during the approval period.
- Proof that the manufacturer applicant is in good standing with the New Mexico Taxation and revenue department
- Copies of the articles of incorporation and by-laws
- A written description of safety measures utilized in manufacturing cannabis-derived products
- List of all persons or business entities having direct or indirect authority over the management or policies of the manufacturer applicant
- List of all persons or business entities having any ownership interest the property utilized by the manufacturer applicant
- A description of the facilities
- Chain of custody documentation from seed to sale
- Testing procedures
- Security plan
- An attestation that no firearms will be permitted on any premises used for the manufacture of cannabis-derived products by the manufacturer applicant
- Training plan
- Personnel records job descriptions and employment contracts for all employees

The state of New Mexico legalized medical cannabis in 2007, through a Legislative bill, Senate Bill 523, which provided a legal way for qualifying patients in the state to access and utilize medical cannabis as a form of treatment for their ailment. Access to medical cannabis is through state-licensed businesses that are allowed to grow, manufacture, and sell medical cannabis.
For the first quarter of 2020, medical cannabis sales in New Mexico reached $40.1 million. The state saw a 20 percent increase in medical cannabis patients over the same span last year. Gov. Lujan Grisham voiced her support for recreational cannabis initiative which could generate more than 10,000 jobs and a possible $100 million in tax revenue.
