North Carolina Cannabis Council Invites Public Input
North Carolina has launched a new Cannabis Advisory Council, created by Governor Josh Stein’s executive order in June 2025, which is now asking the public to submit comments on marijuana policy issues that matter most. The council’s input phase precedes its first meeting in July and marks an early step in shaping North Carolina cannabis reform, which may redefine the state’s approach to marijuana regulation.
The council—the first of its kind in North Carolina—will meet at least every other month through December 2026. Its mandate is to develop and deliver initial recommendations on a comprehensive cannabis policy, including proposed legislation, to the governor by May 15, 2026, followed by final recommendations by December 31, 2026. Focus areas include youth protection, impaired driving deterrence, public health education, criminal justice reform such as expungements, and regulatory models for adult-use cannabis.
