MISSOURI Standard Licensing
MISSOURI RECREATIONAL MARIJUANA BUSINESS LICENSES
- Comprehensive license is a regular/standard license. Reserved for existing medical licensees.
- Comprehensive Marijuana Cultivation Facility means a facility licensed by the department to acquire, cultivate, process, package, store on site or off site, transport to or from, and sell marijuana, marijuana seeds, marijuana vegetative cuttings to a medical facility, comprehensive facility, or marijuana testing facility. A comprehensive marijuana cultivation facility’s authority to process marijuana shall include the creation of prerolls but shall not include the manufacture of marijuana-infused products.
- The department shall issue at a minimum, the same number of comprehensive marijuana cultivation facility licenses as were authorized or issued for medical marijuana cultivation facilities as of December 7, 2022. At least 64 licenses will be available.
- Licensing Application Fees: $12,000 per license application (nonrefundable); $25,000 annual fee
- Comprehensive Marijuana-Infused Products Manufacturing means a facility licensed by the department to acquire, process, package, store, manufacture, transport to or from a medical facility, comprehensive facility, or marijuana testing facility, and sell marijuana-infused products, prerolls, and infused prerolls to a marijuana dispensary facility, a marijuana testing facility, or another marijuana-infused products manufacturing facility.
- The department shall issue at a minimum, the same number of comprehensive marijuana-infused products manufacturing facility licenses as were authorized or issued for medical marijuana-infused products manufacturing facilities as of December 7, 2022. At least 85 licenses will be available.
- Licensing Application Fees: $7,000 per license application (nonrefundable); $10,000 annual fee
- Comprehensive Marijuana Dispensary Facility means a facility licensed by the department to acquire, process, package, store on site or off site, sell, transport to or from, and deliver marijuana, marijuana seeds, marijuana vegetative cuttings, marijuana-infused products, and drug paraphernalia used to administer marijuana to a qualifying patient or primary caregiver, or to a consumer, anywhere on the licensed property or to any address as directed by the patient, primary caregiver, or consumer, to a comprehensive facility, a marijuana testing facility, or a medical facility. Transactions may be received from the consumer in person, by phone, or via the internet, including from a third party. Shall include the authority to create prerolls.
- The department shall issue at a minimum, the same number of comprehensive marijuana dispensary facility licenses as were authorized or issued for medical marijuana dispensary facilities as of December 7, 2022.At least 207 licenses will be available.
- Licensing Application Fees: $7,000 per license application (nonrefundable); $10,000 annual fee
MISSOURI MEDICAL MARIJUANA BUSINESS LICENSES
- Medical Marijuana Cultivation Facility means a facility licensed by the department to acquire, cultivate, process, package, store on site or off site, transport to or from, and sell marijuana, marijuana seeds, marijuana vegetative cuttings to a medical facility, comprehensive facility, or marijuana testing facility. A comprehensive medical marijuana cultivation facility’s authority to process marijuana shall include the creation of prerolls but shall not include the manufacture of marijuana-infused products.
- Medical Marijuana Dispensary Facility means a facility licensed by the department to acquire, process, package, store on site or off site, sell, transport to or from, and deliver marijuana, marijuana seeds, marijuana vegetative cuttings, marijuana-infused products, and drug paraphernalia used to administer marijuana to a qualifying patient or primary caregiver, or to a consumer, anywhere on the licensed property or to any address as directed by the patient, primary caregiver, so long as the address is a location allowing for the legal possession of marijuana, another medical dispensary facility, a marijuana testing facility, a medical marijuana cultivation facility, or a medical marijuana-infused products manufacturing facility. Dispensary transactions may be received from the consumer in person, by phone, or via the internet, including from a third party. Shall include the authority to create prerolls but shall not include the manufacture of marijuana-infused products.
- Medical Marijuana-Infused Products Manufacturing Facility means a facility licensed by the department to acquire, process, package, store on site or off site, manufacture, transport to or from, and sell marijuana-infused products to a medical marijuana dispensary facility, a medical marijuana testing facility, a medical marijuana cultivation facility, or to another medical marijuana-infused products manufacturing facility.
- Medical Marijuana Testing Facility means a facility certified by the department to acquire, test, certify, and transport marijuana, including those originally licensed as a medical marijuana testing facility.
Any medical marijuana cultivation facility, medical marijuana dispensary facility, and medical marijuana-infused products manufacturing facility, holding an active facility license shall have the right to convert their license to a comprehensive marijuana license (catering to adult-use market as described above), and any entity certified by the department to conduct medical marijuana testing, transportation or seed-to-sale tracking.

HOW TO START A MARIJUANA BUSINESS IN MISSOURI
