STATE STATUS

The state of Vermont legalized both adult-use and medical cannabis. Vermont legalized medical cannabis in 2004, through a legislative bill, Senate Bill 76, which provided a legal way for qualifying patients in the state to access and utilize medical cannabis as a form of treatment for their ailment. In 2018, Vermont legalized recreational cannabis through a legislative bill, H. 511. On January 21, 2019, S.B. 54 established a system to tax and regulate the production and sale of marijuana through licensed recreational marijuana businesses.

Currently there are 5 medical dispensaries in Vermont, and in 2022, applications will be open for the state’s recreational marijuana business licenses.

TYPES OF VERMONT CANNABIS BUSINESSES

Vermont Cannabis Cultivation – can grow cannabis plants and sell wholesale to other licensed Vermont Cannabis Businesses. There are no state-wide limits on number of cultivation licenses available.

Vermont Cannabis Processorcan extract, process and produce cannabis products such as edibles, concentrates, tinctures, etc. and sell to retail stores. There are no state-wide limits on number of cultivation licenses available. 

Vermont Cannabis Retail can purchase cannabis from licensed cultivation and manufacturing facilities and sell cannabis to qualifying patients with a valid medical marijuana card. There is a limit of 5 business licenses allowed for Vermont Cannabis Retailers within the state.

2004 – Vermont legalized medical cannabis.

April 1, 2022 – License applications for integrated licensees, small cultivators, and testing laboratories can be accepted.

May 1, 2022 – License applications for all cultivators can be accepted.

July 1, 2022 – License applications for product manufacturers and wholesalers can be accepted.

September 1, 2022 – License applications for retailers can be accepted.
