Once passed, the licensing framework would include 15 cultivation licenses, 30 processor licenses, 138 therapeutic cannabis pharmacy (dispensary) licenses, 4 transporter licenses, and 5 laboratory licenses. Applicants would be evaluated on criteria such as their agricultural or manufacturing experience, South Carolina residency, business plan strength, location suitability, security measures, and access for low‑income patients.
While public support for medical cannabis in the state is strong, the bill has repeatedly stalled in the House after past Senate approvals—a reminder that timing remains uncertain.
