The Texas cannabis license application was reopened on January 16. The process will remain open until April 28. However, the agency has not said how many licenses it will approve.
To get involved in the Texas cannabis application process, there are several steps you can take:

- Prepare your application: Once you understand the requirements and application process, begin gathering the necessary documentation, such as your business plan, financial statements, and background checks.
- Submit your application: After completing your application and gathering all required documentation, submit your application to the Texas Department of Public Safety. You will also need to pay the application fee.
- Await approval: The application process can take several months, and the Texas Department of Public Safety may request additional information or clarification during this time. Be patient and follow up with any requests promptly.
It’s important to note that the Texas cannabis industry is still in its early stages, and the application process can be competitive. Therefore, it’s essential to have a solid business plan and be prepared to meet all eligibility requirements.
The state of Texas legalized low-THC, high-CBD medical cannabis in 2015, through a Legislative bill, Senate Bill 339, which provided a legal way for qualifying patients in the state to access and utilize low-THC, high-CBD medical cannabis as a form of treatment for their ailment. Access to medical cannabis is through state-licensed businesses that are allowed to grow, manufacture and sell low-THC, high-CBD medical cannabis. Currently, more than two dozen bills are pending regarding cannabis this legislative session in Texas.

Currently, the only type of license available to apply for while the Texas Cannabis license application is open is a Medical Cannabis Dispensing Organization.
A Texas Medical Cannabis Dispensing Organization is a vertically integrated license, allowing a licensee to grow medical cannabis plants; extract, process and produce low- THC, high-CBD medical cannabis products; and dispense to registered patients. There are no state-wide limits on number of dispensing organization licenses available, however the state has stopped accepting applications for business licenses.
Texas Cannabis License Application Overview
The Texas Cannabis License Application is a merit-based competitive application. While there is no residency requirement, applicants will need to have real estate and full operational plans including but not limited to:
- Business Plan
- Financial Projections and Budget
- Growing Procedures
- Dispensing Procedures
- And More
Prior to submitting their full application on the online portal, applicants will need to submit a form detailing the business information of their proposed cannabis business, business structure, and ownership information. Once this form is submitted, applicants will have to pay the licensing fee in the amount of $7,356. Applicants will also receive a separate email providing login information for the secure electronic portal. Required supporting documentation, such as the aforementioned plans, will have to be provided through this portal.
