Low THC, High-CBD

 

Georgia: The Legislature has also been considering legislation related to THC products…

Senate Bill 254 amends the Georgia Hemp Farming Act to allow a licensed retailer to obtain a retail consumable hemp establishment license and sell consumable hemp products. The bill initially sought to provide milligram limits on delta-9 THC in consumable hemp products.

Indiana: Indiana lawmakers could ban all marijuana advertising within state lines, under an amendment adopted Monday in a transportation-focused committee. It goes beyond the billboard-specific prohibition taken in a Senate panel last week… an amendment outlawing the advertising of marijuana and other drugs on Indiana’s list of Schedule I controlled substances. Indiana’s attorney general could sue for injunctions, civil penalties of up to $15,000 and “reasonable costs” incurred throughout the investigation and lawsuit.

North Carolina: Two measures introduced so far this session would legalize cannabis in North Carolina. In the Senate, S350 would create medical and adult-use marijuana systems, while H413 in the House would legalize only recreational marijuana. Burger said in the recent interview with WXII-TV that full legalization is a nonstarter, but he noted that there’s likely majority support in the Senate for a medical-only bill.

Medical

 

Alabama: According to the Alabama Political Reporter, the Montgomery MMJ operator filed:

A petition with the Alabama Medical Cannabis Commission (AMCC) asking that all current commissioners be barred from involvement in licensing decisions.

A lawsuit in Montgomery County Circuit Court alleging the commission “violated multiple provisions of the U.S. Constitution and Alabama law” during the state’s licensing process.

Nebraska: The path forward for a medical cannabis bill in the Nebraska Legislature appears more uncertain after a committee chair tasked his members with deciding what medical conditions would qualify for access in the state and which forms of medical cannabis would be allowed.

State Sen. Rick Holdcroft (R) of Bellevue, chair of the Legislature’s General Affairs Committee, described that task to his seven fellow committee members Wednesday. He provided them lists to choose a handful from the “debilitating medical conditions” approved in neighboring Iowa, as well as what he said were the 42 conditions approved across the 38 other states with medical cannabis laws.

North Dakota: A North Dakota Senate committee has defeated a House-passed bill that sought to reduce the state penalty for low-level marijuana possession to a $150 civil fine.

The Senate Judiciary Committee on Monday voted 5–2 to reject the bill, HB 1596, from Rep. Liz Conmy (D). While the proposal had support from county prosecutors and defense attorneys in the state, police and sheriffs departments were broadly opposed.

Oklahoma: One of Oklahoma’s oldest cannabis advocacy groups has drafted a constitutional amendment to legalize marijuana for adults 21 years of age and older.

Oklahomans for Responsible Cannabis Action (ORCA) filed the proposed amendment with the state this week. If enough signatures are collected, it would appear on a future ballot as State Question 837.

Pennsylvania: Pennsylvania Democratic lawmakers have introduced a bill that would allow farmers and other small agriculture operators to sell marijuana they cultivate to existing growers and and processors if the state moves to legalize adult-use cannabis.

Recreational

 

Delaware: The Colorado Springs City Council chose not to allow recreational sales in the city after state voters passed Amendment 64 during the 2012 election. A voter initiative to allow recreational sales in the city passed last November, while a competing ballot measure that would have banned sales in the city charter was rejected.

Maine: According to The Marijuana Herald, House Bill 1365 – introduced by Rep. David Boyer – would permit those 21 and older to legally consume flower and other marijuana products at a “cannabis hospitality lounge.”

Minnesota: Minnesota must conduct a preapproval lottery for cannabis business licenses that it abandoned late last year, a Ramsey County judge ruled Friday, saying social equity applicants who qualified for the drawing suffered a “public wrong” because of its cancellation.
