Wisconsin: Republican state lawmakers unveiled their medical marijuana bill Monday January 8th. It’s been months in the making, and we’ll get details at press conferences around the state – in Superior, Eau Claire, Green Bay, Milwaukee and in Madison, where Governor Tony Evers is signaling he’d sign the bill. Under the proposal, the state would operate five medical dispensaries across the state, according to Rep. Jon Plumer, R-Lodi, who co-authored the plan.

Alabama: under the new court order, Anderson issued a hold on dispensary and all-inclusive “integrated” licenses, the Alabama Reflector reported, but denied a hold on cultivation licenses. There were more cultivation licenses available than eligible applicants, according to the news outlet, so the court ruled that cultivation applicants still had an opportunity to win a license.

The court has not taken action on the other license categories, the Alabama Reflector reported.

A hearing on the preliminary injunction is scheduled for Jan. 24, according to the news outlet.

Hawaii: Hawaii Attorney General Sends Marijuana Legalization Bill To Lawmakers, But Says She ‘Does Not Support’ It. Hawaii’s attorney general is clarifying that despite unveiling a draft marijuana legalization bill in November and subsequently defending the proposal against criticism from law enforcement, her office does not, in fact, support legalizing cannabis for adult use. But the office also won’t actively work to oppose it the reform—as long as any legislation that is advancing contains several “key elements.”

Kentucky: A Kentucky lawmaker last week introduced a bill to legalize the possession and use of recreational marijuana, although the measure would not permit sales of adult-use cannabis. The legislation, House Bill 72, was introduced by Democratic Rep. Nima Kulkarni on Tuesday, according to a report from online cannabis news source Marijuana Moment.

If passed, the legislation would legalize possession and use of up to one ounce of marijuana for adults aged 21 and older. The measure would also allow adults to cultivate up to five cannabis plants at home.

South Dakota: The start of the 2024 legislative session is just days away, and bills for the session are already being posted on the state LRC website. By the afternoon of January 2, five of these bills involve the topic of marijuana.

Of these bills, two are House Bills, and three are from the Senate. All the bills make changes to the medical program.

West Virginia: Hornbuckle believes in the legalization, regulation, and taxation of recreational cannabis. Ohio became the 24th state to allow for recreational marijuana, with two other states surrounding West Virginia – Virginia and Maryland – having similar laws.

“We’re a believer in adult-use cannabis,” Hornbuckle said. “That is something that we can have in our toolkit to help pay for items as we go down this journey and moving West Virginia forward … It’s time that we do something. We can protect our people with it by managing it here. We can also see the financial benefits of it. I’m a great supporter in that.”

California: A California lawmaker reintroduced legislation Jan. 3 to establish cannabis cafés in the Golden State after Gov. Gavin Newsom vetoed a similar proposal last year.

Assemblyman Matt Haney of San Francisco filed Assembly Bill 1775 to legalize businesses where customers can enjoy food, nonalcoholic beverages and entertainment alongside cannabis.

Minnesota: Minnesota lawmakers are also expected to dive back into the marijuana law when the Legislature reconvenes in February to ease concerns that have cropped up and clear up confusion in other areas. In short, that’s because the rules haven’t been set yet — and that process is in the early going.

The Office of Cannabis Management is conducting surveys of stakeholders — among them are people looking to grow marijuana on a commercial basis, companies that could test for potency and those who want to set up shops. There are other queries that cover local compliance efforts or environmental considerations around water and energy use as well as waste disposal and odor concerns.

The office will use the survey results as it drafts new rules for the industry.

Once language gets written, there will be a public comment and legal review phase. Those steps could run much of the year.

Missouri: The Department will issue a minimum of 96 additional microbusiness licenses in two separate lotteries conducted by the Missouri Lottery. Applications for the second of three total rounds are tentatively scheduled to begin in March with licenses to be issued in July of this year.

Ohio: Ohio’s Republican governor is adamant that lawmakers must pass legislation as soon as possible to expedite regulated recreational marijuana sales and also ban purchases of intoxicating hemp products.

With the legislature coming back into session for the new year, Gov. Mike DeWine (R) said “we just need to get something done” to address the adult-use sales rollout timeline under a voter-approved legalization law that took effect last month.
