North Carolina: North Carolina Gov. Josh Stein this week called for the legalization of cannabis and issued an executive order establishing a bipartisan advisory panel to study the issue.
Medical
Hawaii: Hawaii Gov. Josh Green (D) has signaled his intent to veto a controversial marijuana bill that would have allowed patients to enroll in the state’s medical cannabis program for any health condition their doctor sees fit—but which critics warned also raised serious privacy concerns.
Recreational
California: California lawmakers on Monday unanimously approved a bill that would pause an impending 25% tax increase on the state’s legal cannabis industry, as it struggles to compete with the black market.
Colorado: Colorado Governor Signs Marijuana And Psychedelics Bills Into Law. One of the measures approved by Gov. Jared Polis (D) on Tuesday would reduce certain regulatory restrictions on cannabis businesses.

Connecticut: Connecticut enhances enforcement against illegal cannabis and tobacco sales. House Bill No. 7181 passed through the state legislature. It aims to protect public health and hold criminals accountable for illegal sales and distribution.
Illinois: Illinois has halted the licensing process for new adult-use marijuana stores in a bid to boost cannabis outlets owned by social equity entrepreneurs.

Maryland: Maryland’s hemp industry is taking on the state’s cannabis regulators in federal court, arguing that current licensing practices may run afoul of U.S. law. They are claiming the state’s laws illegally restrict federally permissible hemp products.
Massachusetts: The Massachusetts House of Representatives recently passed a comprehensive cannabis bill, aiming to adapt the state’s regulatory framework to the evolving industry, a development that could have wide-ranging effects on businesses and consumers alike. One of the key provisions in the bill, as reported by Boston 25 News, would increase the number of stores that cannabis companies can own, expanding the limit from three to six over a three-year period.
Minnesota: 249 winners selected in Minnesota’s cannabis business license lottery. More licenses will be awarded in a second drawing on July 22.
Ohio: Already the House Judiciary Committee has taken steps to soften the restrictive bill, SB 56, in response to public pushback. The group’s testimony also noted that SB 56 in its current form still eliminates elements of legalization that voters themselves approved, such as support for social equity and jobs programs.
Pennsylvania: The governor of Pennsylvania says he remains “hopeful” that lawmakers can deliver a marijuana legalization bill to his desk by a budget deadline at the end of this month—and he’s urging the GOP-controlled Senate to “put their ideas on the table” after the defeat of a House-passed cannabis reform measure in that chamber.
