North Carolina: North Carolina House lawmakers took up a Senate-passed medical marijuana legalization bill in committee on Tuesday, discussing the reform proposal that advocates hope to see advanced to the floor and the governor’s desk this session.
The legislation from Sen. Bill Rabon (R) passed the Senate in March before being transferred to the House, where it’s now received a hearing in the Health Committee, which took testimony but did not vote on the measure.
The chances of that happening this session are “better” than ever before, according to House Speaker Tim Moore (R). While medical cannabis reform has stalled in the chamber in past sessions, he said last month that “there is a decent amount of support” for the issue in his caucus.

Florida: The effort to legalize recreational marijuana in Florida crossed a major hurdle but still faces a likely challenge from the state’s attorney general.Florida’s Department of State reported that the proposed ballot measure to legalize recreational marijuana gathered enough signatures to put it on the ballot in 2024. The constitutional amendment, proposed by Smart & Safe Florida, gathered 967,528 valid signatures — more than 70,000 above the requirement to reach the ballot. Smart & Safe through April had spent $38.4 million to get the new measure on the ballot — all paid for by medical marijuana giant Trulieve Inc.
The proposal would allow adults 21 and over to possess up to three ounces of marijuana for personal use. Medical marijuana treatment centers, which were legalized by a statewide referendum in 2016, would be allowed to sell marijuana for recreational use.

Minnesota: Surrounded by dozens of cheering people in green clothes, Minnesota Democratic Gov. Tim Walz signed a bill Tuesday to legalize recreational marijuana for people over the age of 21 starting in August, making Minnesota the 23rd state to legalize the substance for adults.

New Hampshire: New Hampshire lawmakers appear to be at an impasse over legislation to legalize marijuana through a multitiered system of state-controlled stores, privately operated agency shops and dual-licensed medical cannabis dispensaries.
The issue that legislators and advocates identified over the past two committee hearings was that the proposed amendment seemed to propose three different routes for legal sales—state-run shops controlled by the Liquor Commission, state agency shops operated by privately licensed individuals and dual licensing for the state’s existing medical cannabis dispensaries. Yet the amendment also included language explicitly stating that all adult-use sales would be operated by the government.

California: California cannabis users may soon not have to travel far to get a cup of coffee to go with their legal pot.
The state’s assembly passed a bill Wednesday that would allow California’s localities the right to approve the sale of food and non-alcoholic drinks inside legal cannabis dispensaries. Current state law prohibits any food or beverage from being served in recreational marijuana dispensaries.

New Jersey: The agency overseeing New Jersey’s marijuana market made a move Thursday that aims to increase the number of cannabis businesses run by people with prior convictions for marijuana offenses or who live in economically disadvantaged parts of the state.
For one year starting September 27, the Cannabis Regulatory Commission will accept requests for certain licenses—wholesaler, distributor, and delivery service class licenses—only from so-called social equity applicants, the commission decided at its Thursday meeting. Out of 947 social equity applicants, less than 250 received approval as of December, agency officials said during Thursday’s meeting.
