Dry:
Texas: Texas lawmakers have pre-files a least 13 pieces of marijuana legislation bills for the 2021 legislative session. If passed these bills would legalize high-THC cannabis for medical use, decriminalize small amounts of marijuana, and shield consumers from existing criminal laws for marijuana possession.

Medical:
Arkansas: Medical Marijuana sales have surpassed 27,000 pounds since the first dispensary opened, totaling $178 million. There are currently 31 dispensaries and 93,281 patients.

Delaware: Delaware has decriminalized small amounts of marijuana. There will now only be a small $50 fine for a health violation of possessing less than 30 grams of marijuana.

Maryland: Regulations allowing for the manufacturing and sale of edible cannabis products in Maryland may be confirmed as soon as December, and state producers are gearing up to bring a new array of medical marijuana-infused foods to market.

Mississippi: Mississippi approve initiative 65 to legalize medical marijuana with the support of 74% of voters. The state’s health department is now required to create a medical marijuana program by mid-2021.

Montana: On November 3rd, 2020 Montana voters approved the pair of marijuana legalization initiatives. Legalizing Marijuana for adults who are 21 years of age and older. The main statutory reform measure will establish a legal system of marijuana production and sales for adults in the state, while a separate constitutional amendment will stipulate that only those 21 and older can participate in the market.

Ohio: Ohio is accepting partitions to expand the qualifying conditions for their medical marijuana program. The petitions will be analyzed by the State Medical Board of Ohia by end of the year.

Recreational:
Arizona: Arizona is now the 13th state to legalize Recreational Marijuana after voters passed Prop 207 on November 3rd, 2020 with 60% for and 40% against. Possession and consumption of Marijuana is now legal for adults 21 years of age and older. Arizona is predicted to give out business licenses sometimes in March 2021 but could be earlier.

California: California had at least 37 marijuana ballot questions in 35 cities and counties, out of those initiatives 31 were approved by voters. This victory can lead to hundreds of new business opportunities across California. Caliva’s director of government affairs, Hirsh Jain, predicts that the measures could result in 100 – 115 new retail licenses as well as permits for cultivation, manufacturing, and processing.

Illinois: Marijuana sales are growing at a high rate, just in the month of October, Illinois saw a record number of $100 million in marijuana sales.

Massachusetts: Along with Massachusetts stay at home order that went to effect Friday, Nov.6th, 2020. All recreational marijuana sales must stop at 9:30 p.m. However, Medical marijuana sales are allowed to continue past curfew. Massachusetts saw their gross sales of marijuana pass $1 billion after two years of stores being opened.

Michigan: Seven Michigan communities decided on ballot initiatives related to marijuana, nearly all voting to expand the licensing of medical or recreational marijuana businesses. Beyond Michigan, the Associated Press reports marijuana reform efforts were likely to pass or winning in New Jersey, South Dakota, Mississippi, Arizona and Montana.

New Jersey: A New Jersey Senate and Assembly committee approved identical bills on Monday to implement marijuana regulations following voter approval of an adult-use legalization referendum last week. The Senate Judiciary Committee and Assembly Oversight, Reform, and Federal Relations Committee discussed the legislation, which was introduced on Friday. The Senate panel approved the bill in a 5-1 vote, with several abstentions, after debate over provisions concerning social equity, home cultivation, and tax revenue allocation for law enforcement purposes.

Oregon: On November 3rd, 2020, Oregon 60% of Oregon voters approved to decriminalize the possession of small amounts of hard drugs including, cocaine, heroin, oxycodone, methamphetamine, and psychedelic mushrooms. This measure will also apply to the marijuana sales tax to pay for drug addiction treatment. Oregon wants to favor rehabilitation over-incarceration and has been the first state to do so.
