No Legalization
Idaho: an Idaho campaign working to put a personal-use marijuana legalization initiative on the state’s 2026 ballot is readying a final version of the proposal, which it plans to file with the secretary of state next week. “There are very legitimate concerns that the AG raises with regards to what is a felony and how do we decriminalize personal use without creating a new market,” he said. “So that’s our big focus right now, matching up letter to the spirit.”
Kansas: The Kansas legislature’s 2024 Special Committee on Medical Marijuana met again last week, looking at pathways for reform. From that, a report will be compiled on the results from the two hearings. But a proposal urging action on legislation didn’t pass muster.

Nebraska: District court judge decides current evidence and witnesses didn’t offer ‘overwhelming’ evidence the plaintiff would prevail in the case. The votes cast for or against Nebraska’s two medical cannabis ballot measures Tuesday will be counted and made public, after a district court judge rebuffed a request to prevent both actions.
Lancaster County District Judge Susan Strong said she agreed with attorney Daniel Gutman, who is defending the ballot sponsors, that the “status quo” is to count votes on Election Day. She noted that it was Nebraska Secretary of State Bob Evnen who certified the measures for the ballot and that Nebraskans are already voting.
Medical
Kentucky: Medical marijuana will become legal in Kentucky in January, and ahead of that fast approaching deadline the state is making final preparations to ensure its launch goes off smoothly. On Thursday Gov. Andy Beshear, D-Kentucky, announced the two dates that dispensary license lotteries will be held. Both will happen before the end of the year.
Recreational
Arizona: Arizona residents will be able to get recreational cannabis delivered to their homes beginning Friday, marking a new milestone for a state program that until now had allowed the service only for medical marijuana patients. The Arizona Department of Health Services is expanding home delivery to anyone 21 and older, with deliveries to be offered through individual dispensaries or third-party services that partner with a state-licensed dispensary to legally deliver the goods. “We are thrilled that the department of health’s proactive approach and commitment to implementing a well-thought-out delivery program has helped us reach this landmark moment sooner than expected,” Ann Torrez, the association’s executive director, told television station KPNX.
