Medical
Kentucky: The governor of Kentucky is predicting that patients in the state should be able to access medical cannabis in legal dispensaries by the end of 2025.
“The medical marijuana program is moving forward,” Gov. Andy Beshear (D) said at a press briefing on Thursday. “I think most of our dispensaries now have their home address [and] are set about where they’re going to be, but [for] some of the inspections that have to happen in dispensaries, they have to have product that’s there,” he said. “So I do believe they’ll be operating before the end of the year.”
Nebraska: Nebraska’s limited number of commercial medical cannabis cultivators won’t be able to grow more than 1,250 flowering plants.
That’s to please Republican Gov. Jim Pillen, who refused to sign off on rules that advocates criticized as already too restrictive without additional cultivation limits, Nebraska Public Radio reported.

Adult Use
New York: To address confusion around varying expiration timelines for provisional licenses, the Cannabis Control Board approved a measure to extend all provisional CAURD and provisional adult-use licenses until December 31, 2026. Currently, there are four separate groups of provisional licenses, each with different timelines based on when they were issued and whether they are CAURD or adult-use. Feedback from licensees highlighted that these differences have created uncertainty, particularly following recent developments around school proximity standards for retail dispensary locations. 3 This extension provides licensees additional time to secure viable locations and move toward full licensure. It will also apply to any provisional licenses issued between September 9, 2025, and December 30, 2025, ensuring clarity and consistency for all provisional license holders.
