New Hampshire
A New Hampshire House committee is advancing a bill to legalize recreational marijuana even though the governor opposes it and the Senate likely won’t approve it. Rep. Jared Sullivan wants the full legalization version passed so the opposition must take a public stance, while the committee chair floated a compromise to legalize only low-THC cannabis beverages via state liquor stores.
Texas
Abbott on Wednesday directed the Texas Department of State Health Services and the Alcoholic Beverage Commission to ban the sales of THC products to minors, require ID verification of all customers before a purchase and revoke the permit of retailers that violate the rule. “The governor’s executive order, intentionally or not, has sent a signal to the THC industry that they have a state seal of approval on the current THC market,” Patrick wrote in the four page statement.

California
Legislature approved cannabis tax relief measure. Lawmakers advanced/approved a temporary excise-tax cut for cannabis to help the struggling legal market. Source reports the measure and the projected fiscal impacts.

Delaware
Delaware’s marijuana commissioner says his office now allows cannabis license holders to apply to transfer permits between the state’s three counties – a move that would allow businesses to move away from heavily regulated localities, such as Sussex County. Sanderlin said his decision to allow license transfers between counties was not in response to Meyer’s veto. He said his office had decided to change this rule after receiving requests from licensees to change the county in which they operate.
As a former marijuana executive himself, he said he understands how difficult it is to start a business in the industry, “whether SB 75 was in place or not.”
New York
New York cannabis shops facing potential relocation or closure because they’re too close to schools reached a temporary agreement with state regulators this week, allowing them to stay open for at least the next five months.
The temporary reprieve comes after retailers filed a lawsuit challenging a newly expanded buffer zone between marijuana retailers and schools, threatening some existing businesses, according to the New York Times. As part of the agreement, the state’s Office of Cannabis Management will postpone enforcing the revised buffer zone policy until Feb. 15.

Rhode Island
Rhode Island’s Cannabis Control Commission has opened applications for 24 new adult-use retail dispensary licenses, with six reserved for social equity applicants and six for worker-owned cooperatives. Applications are open until December 29, and licenses will be spread over six geographic zones (max four stores per zone). The social equity screening began August 29; about 89 applicants have applied so far.
