Medical
Nebraska
Nebraska has released emergency rules for medical cannabis cultivation, including a cap of four growers statewide each limited to 1,250 plants. The rules also prohibit the sale of edibles, raw flower, and vaporization products.
Applications are open through September 23, and candidates will be chosen by lottery if they meet criteria such as a strong business plan, financial stability, and operational readiness. The state will hold a public hearing September 30 to discuss permanent regulations.
Texas
Texas has implemented major new restrictions on hemp-derived THC products following the passage of Senate Bill 2024 and a directive from Gov. Greg Abbott. The new rules, which took effect September 1, criminalize the sale of cannabinoid vapes, now a Class A misdemeanor, and tighten testing standards for smokable hemp by including THC-A in the state’s THC limit calculations.
Sales to anyone under 21 are also now banned. These changes mark a significant regulatory shift aimed at cracking down on illicit products and strengthening oversight of the hemp market.

Delaware officials have approved a new rule allowing marijuana businesses to transfer licenses between counties. The change was made after industry stakeholders raised concerns about limited flexibility under the original licensing structure.
Regulators explained, “We want to make sure that we’re providing an environment where businesses can succeed,” emphasizing that the update gives companies more options to adapt to market conditions.
New Jersey
NJEDA launched/approved new financing supports for the cannabis supply chain this week: a $15M pilot lending program (NJ LEAF) and accompanying grant/assistance activity aimed at cultivators, manufacturers, and labs.
