Maryland Cannabis Program Updates
Maryland voters approved Question 4 in 2022, effectively legalizing recreational cannabis in the Free State. The first dispensaries opened their doors less than a year later.
More prospective cannabis business owners are now entering the industry as the state moves forward with its promise to prioritize social equity applicants in its additional license rollouts. While we can expect lotteries for non-social equity applicants to open in the future, the state is currently at its maximum number of first-round lottery selections.
Here’s the latest on the Maryland cannabis market:
Maryland cannabis license lotteries
The state recently made more social equity cannabis licenses available to prospective social equity business owners through license lotteries held on March 14 and June 28, 2024. The lotteries resulted in 205 selected applicants across micro and standard cultivator, processor, and dispensary categories.
March’s lottery followed months of delays and resulted in the state doling out 174 cannabis licenses. The first March lottery did not include Calvert and Talbot counties because of pending litigation that has now been resolved. The five dispensary licenses available in Calvert and Talbot counties went up for grabs in the June 28 lottery.
The lottery was live-streamed on the Maryland Cannabis Administration’s (MCA) website, and the selected applicants and their demographics are available to view now.
The Maryland Cannabis Administration also chose to add a limited number of new licenses in other areas because of high demand and engagement with the state’s first round of social equity license selections. Everyone who had previously applied and did not win was entered into the most recent lottery unless they opted out by June 21. The 26 additional license types included micro dispensary, standard grower, micro grower, standard processor, and microprocessor licenses.
Future Maryland Cannabis License Opportunities
Recent lottery winners are undergoing verification before they can launch their businesses. These prospective license holders are poised to reap the benefits of Maryland’s growing market. In the first year since recreational sales began, the MCA reported more than $1 billion in combined sales from medical and recreational cannabis.
The state has now reached its first-round maximum issuance for cannabis business licenses. The MCA will likely open a lottery for non-social equity applicants in the future.
