Wisconsin Lawmakers Look to Legalize Medical Cannabis in 2025
On September 29, top Republican leaders in Wisconsin, Senate President Mary Felzkowski, Senate Pro Tempore Patrick Testin, and Representative Patrick Snyder, introduced bicameral legislation aiming to legalize medical cannabis in the state. Under the proposed system, patients with qualifying conditions like cancer, PTSD, multiple sclerosis, chronic pain, glaucoma, seizures, or severe nausea would register with a newly created Office of Medical Cannabis Regulation and access regulated products through licensed growers, processors, labs, and dispensaries. Unlike earlier models, smokable cannabis would be banned: only forms like oils, edibles, tinctures, topicals, vapors and similar products would be allowed.
The bill would permit private businesses to participate rather than relying on state-run dispensaries, a shift intended to promote market participation with regulatory oversight. Given the state’s historically restrictive cannabis stance and past legislative roadblocks, one sponsor described the effort as a “Hail Mary,” acknowledging the uncertain odds of passage.
Meanwhile, public support appears strong: a February 2024 Marquette Law School poll found 86% of registered Wisconsin voters backed medical cannabis legalization.
