If enacted, the bill would establish licensing pathways for medical cannabis growers, processors, testing laboratories, and dispensaries. License quantities have not yet been defined, and all activity would be restricted to licensed or registered participants. The proposal also integrates medical cannabis into Wisconsin’s Prescription Drug Monitoring Program, reinforcing the state’s intent to maintain a tightly controlled medical system.
While passage is uncertain, its introduction reflects a more detailed policy discussion than Wisconsin has seen in prior years.
Ownership and Participation Considerations
Under the proposed framework, residency would play a significant role. At least 80 percent of principal officers or board members of a licensed entity would be required to be Wisconsin residents. Applicants would also be subject to background requirements, security standards, and facility inspections. Dispensary applications would be evaluated with an emphasis on geographic distribution, prioritizing access across the state rather than concentration in a single region.
